Stephen Young, director of place, Bolton Council
Stephen has more than 20 years’ experience of working in local government, nine of which have been at Chief Officer level in a multi-disciplined environment.
His role as Director of Place includes providing strategic direction and leadership across a large range of complex services, the wider council, as well as amongst partners.
Stephen is responsible for leading the vision, transformation and strategic direction of the Council in all regeneration and environmental matters and is responsible for promoting the development and investment opportunities across Bolton, as part of the borough’s Economic Strategy.
A major part of Stephen’s role is to lead the Council’s Business Bolton Team who support local businesses across sectors, working with partners such as the Business Growth Hub who offer specialist digital support.
Bolton is evolving into a vibrant, welcoming place to live, work and visit. Over £260m has been invested in the town centre recently, with a further £100m of developments due by the end of 2017 including; a £48m state-of-the-art transport interchange; new 30,000 sq. ft. of Grade A office space; rejuvenated modern public realm spaces; excellent motorway connections; and superb digital infrastructure.
There’s £1bn investment borough wide which is helping drive economic regeneration across the region with key strategic developments such as; Logistics North’s 4,000,000 sq. ft. of office, manufacturing and warehousing space which is expected to create 7,750 permanent jobs; and Rivington Chase, a £265m redevelopment of the former Horwich Loco Works, providing 1,700 new homes with employment areas, local shops and facilities supporting 1,100 FTE jobs.
